A. STATE PLAN SCHEME
1 Fish
Seed Production:
It is most important
ingredient of fishery development. Actually the fish seed is the pivot round
which entire fish industry moves. Under the normal plan and tribal sub-plan
the task is to produce quality fish seed through scientific methods and fulfill
the demand of Pisciculturist who are residining in remote areas. Demand of fish
seed for departmental reservoirs and rivers ranching is also meet out under
the scheme. The various component on which budget incurred are farm maintenance,
electric charges, hatchery operation, seed production and rearing, feeding,
and raising of new infra structure.
2. Development of reservoirs and rivers:
Reservoirs:
There are 1638 reservoirs
covering 0.844 lakhs hectare water area which is 54.2% of the total water area
are available in the state 39 reservoirs covering 47933 ha. Are under the department
for the purpose of fish culture, Breeders raising education and training purpose.
As per state policy reservoirs average water area up to 200 ha. Have been transferred
to panchayat raj bodies for leasing out to the local fishermen co-operatives.
Above 200 ha. Average water bodies are to be auctioned by the fisheries department
for a five year period at a time.
Water area above 200 ha. Govt. recently (on 8th Sept. 2007) revised the policy
with following amendment:-
Water bodies of 200 - 1000 ha. & above 5000 ha. Will be leased out to fishermen
co-operative societies by the department.
Water body above 1000 – 5000 ha. Will be allotted to C.G. Matsya Mahasangh
on royalty basis.
Department policy
for fish seed stocking is that leasee will stock 100% fish seed in small reservoir
and 50% of the total stocking in medium and large reservoirs.
Rivers:
Chhattisgarh is
mostly covered by Mahanadi and Godavari river systems. However some area of
the state has also some portion of Ganga and Narmada river systems.
Total length of rivers is estimated to be 3573 km. Although river share in fish production of the state is half percent but it provides artisnal level fishery to large number of fishermen living along its. Banks. Rivers are also valuable source of natural fish fauna.
Fishing is free in rivers. In order to preserve its fish biodiversity it is necessary to put some of its portion out of fishing zone. This shall help in sustaining artisnal level fisheries. During 10th plan stocking of fish seed was commenced in Indravati. Initial observation show encouraging results towards rehabilitation of major carps.
3. Education
and Training:
3.1 Departmental training:
Under these schemes general, tribal and schedule cast fishermen are being trained with modern scientific methods of fish culture, capture, net making, boat rowing are taught for a duration for 15 days. Each fisherman is paid for Rs. 1250/- which includes Rs. 50/- per day scholarship, Nylon twine worth value of Rs. 400 and Rs. 100 which includes fare and other expenses.
3.2 Out of State study tour:
Apart from these local trainees, the progressive fish farmers of different sector of state are sent to other states to learn advance techniques of fish culture Rs. 2000/- per trainees expenses are to met for 10 days out of state tour. This includes training allowance Rs. 750/-, ticket fare Rs. 1000/- and miscellaneous expenditure Rs. 250/-.
3.3 Demonstration cum training:
To overcome of conventional farming and reap maximum sustainable yield through intensive fish culture the need of high tech demonstration in fish culture was deeply felt by the department. A scheme of training cum demonstration unit is sanctioned schemes includes a unit of components viz. construction of an hectare 2 mt. deep fish rearing pond, seed rearing nurseries, Tube well, pump house, Chowkidar hut, electric line etc. will cost Rs. 17.00 lakhs. Another Rs. 2.40 lakhs will be incurred on feed inputs, Aeration and lab equipment etc. Thus the total per unit establishment will cost Rs. 19.40 lakhs.
Under tribal sup
plan and special component plan poly culture with prawn and ornamental fishery
development in fresh water are the 4 new sub schemes taken of in fisheries extension
programme. A provision of subsidy Rs. 15000/- for prawn culture and 12000/-
for ornamental is made for the each beneficiary of the schemes.

C-Assistance to net and boat for fishermen:
Assistance to tribal fishermen to support net and boat for fishing in new scheme is taken up of the scheme. A provision of subsidy Rs. 10000/- for purchase net and boat is made for each beneficiary.
D-Assistance to fish seed rearing unit:
Assistance to SC Farmers for fish seed rearing is seasonal ponds is taken up of the extension programme. A provision of subsidy Rs. 30000/- for purchase net and boat is made for each beneficiary.
As per the Govt. policy water bodies above 1.00 hact. Are to be leased out to cooperatives. Therefore, more fishermen cooperatives are proposed to be organized.
Financial assistance
to fishermen cooperatives in the forms of loan and subsidies is provided under
this scheme.FMCS are provided subsidy up to a maximum of Rs. 25000/- in Three
years Assistance Special Programme.

6.1 Research:
Research is the backbone of fisheries development. To get sustainable development of fisheries, it is necessary to evolve scientific methods of understanding soil, water quality, hydro biological, physico chemical conditions of the water. The field staff will be important training about the basic requirement of fish production, diseases identification and its control etc.
6.2 Aquarium:
To motivate public’s aesthetic values and promote fish culture hobby aquarium keeping plays very important role similarly research for update of present technique of fish culture is a must for running these activities and their promotion and extension, publication of information for circulation a provision is made under these scheme.
6.3 Smt. Bilasa Bai Kewtin Matsya Vikas Prize (State level award):
In this sector state govt. started Smt. Bilasa Bai Kewtin Matsya Vikas Prize to the progressive fish farmers for encouragement of advance technological fish culture, fish seed production, development of additional water area, integrated fish farming, Conservation of fishes and research work for control of disease etc. Worth value of Rs. 1.00 lakh will be awarded to fish culturist, who achieved extra ordinary performance in fisheries.
